Novell Identity Manager and Email Notification Template Encoding Special Characters

Situation

Situation is an AD driver running on IDM 3.5.1, SLES10.  Email notifications for user creation have been created.

The problem is that sometimes the users will have special characters in their CNs (something like CN=Bürgen,o=novell) and this is not handled by the email libraries.  At first the problem was that this wasn't displaying correctly both on the body and in the subject. By changing the body type to html, the problem with the body was fixed.

But the proper encoding in the subject is something that is still missing. This is the way the subject looks like when the CN has special characters:
?ANSI_X3.4-1968?Q?Beuer_Cenutzer_im_Active_Directory,_CN=3DG=3Fr=3Frd_?=

Tried playing passing along thru DHOST_JVM_OPTIONS the -Dmail.mime.charset=UTF-8 or ISO8859-1 parameters but that didn't change the behavior. Given the references to ANSI_X3.4-1968, tried changing the locale with LC_ALL to en_US.UTF-8.  However, it is not clear that this would be the best option.

Resolution
