Situation
Error 404 trying to load iPrint's Manager health monitor (psmstatus)
Error 404 Object not found! The requested URL was not found on this server. If you entered the URL manually please check your spelling and try again.

Resolution
At the server console I run the following:
pkidiag
(login with admin user and context. example: .admin.novell )
choose the following options: 4,5,6, 0
you will get at least 2 errors.
Run pkidiag again, but with options 4,0
you should not see any errors.
At the server console type: tckeygen to update Tomcat with any fixes from PKIDIAG
restart Apache: ap2webdn then ap2webup (wait a minute in between unloading/ loading)
stop tomcat: tc4stop or tc5stop wait for a minute
start tomcat: tomcat4 or tomcat5
Wait 2 minutes. Check the logger screen to find out if it is finished loading.
Test
If this still doesn't work, try restarting the sever.
