During bootup, the pre-agent is initialised, then once it discovers that the agent is installed it is stopped. This is an unnecessary overhead.

Additional Information

The Pre-agent is used to turn the device into an "advertised device" if the agent is uninstalled, making it easier to re-install. With this update, the service is disabled, and only re-enabled if the agent is uninstalled.
