The task of mail-in database creation and management is not something that is usually handled by IDM, but is typically handled manually by the Notes Administrator due to it's custom nature. The NotesDriverShim does not create mail-in databases by default, because the creation of mail-in databases is usually oriented toward a custom solution and automation of the event usually not necessary. We have never configured the Notes driver to do this, but see no reason that the NotesDriverShim could not be configured to create a mail-in database (based on a custom mailin database template). However, for proper creation via IDM, the mail-in database may need to be associated to a default 'Mail-in DB" Notes Person. Management of access to the mail-in database could be handled by the NotesDriver via Notes group membership that was set on the ACL of the mail-in database at creation time.
