Resolution
In the tomcat home directory, (<path>\tomcat4\webapps\nps\WEB-INF), (/var/opt/novell/iManager/nps/WEB-INF for OES), there is a configiman.properties file. This file contains the name of the user or users who are authorized to run several administrative tasks for iManager on that server.
This file is automatically created with the installer Admins name added to the file but there have been rare instances where this was input incorrectly. The correct syntax should include the admin name and tree name ie;
admin.novell.treename=eDirectory
For all users to be able to access the administrative tasks you can input:
AllUsers=true
After applying the correct changes to your file you should not need to restart tomcat on the server. Apache will not need to be restarted.
Additional Information
configiman.properties file is missing or misconfigured
