iFolder 3.7 client for Windows is slow to initialize

Situation

The iFolder 3.7 client for windows takes a long time to initialize when working with a large user database.  This can cause the iFolder splash screen to stay active too long on workstation bootup.

Resolution

Submitted as a bug to development.  Change will be made so that on startup, the iFolder client initializes GUI, and event handlers and sits in the tray. The backend simias engine starts either on a timer interval, or on a user action.
