HTML Global Signature does not get attached when Personal Signature has a jpeg image.

Global signature does not apply to HTML messages containing a personal signature that includes a jpeg image.

This has been seen on some early 7.0.3 systems, specifically a 7.0.3HP1 system.  It was fixed after moving the Post Office to 8.0.1 and performing a rebuild on that PostOffice.  Prior to this, the issue had been reported to Development, but Development was unable to duplicate at that time, it is possible that they were running the newest GW7.x code available and no rebuild was needed at the time.

Steps to duplicate.

1. Create a Global Signature with the Novell Logo in it.
2. Test whether it is attached to the outgoing email.
3. Create a Personal HTML signature. (Do not add any images to it yet)
4. Test whether we are able to send the email now.
5. Now add a jpeg image to the Personal Signature and repeat the test.
