The NetWare 6.5 sp8 support pack and overlay media were bundled with OES2sp1 media.  The files can be located at the following url:

or go to https://download.novell.com select:
 "Open Enterprise Server (OES)" and "Open Enterprise Server 2 SP1" in the drop down lists.  This will guide you to downloading the files.
