Protected Resources defined with an encoded "Reserved Character" in the <URL-path> does not work

A protected Web Server stores Web objects in a directory including a colon like "test:test"
Two protected resources have been defined:
  1.* ==> Authentication contract assign
  2.* ==> Public (no contract assigned)
The goal is to allow public access to: ""and restricted access (requires authentication) to: "*". Accessing the protected resource "*" does not private the expected public access. In fact it requests for user  authentication as defined on the restricted protected resource: ""

This issue has been addressed to engineering and will be fixed with Novell Access manager Service Pack 4 Interims Release 1
