NMAS_E_INCOMPATABLE_LOGIN_DATA (-1695) when attempting to change password from client

When users attempt to change their passwords, they are getting the
NMAS_E_INCOMPATABLE_LOGIN_DATA -1695

Users have Universal Password enabled with Password History enabled.


NMAS server side trace shows:

NMAS: ERROR: -1695 getPasswordHistory: DALDecryptPasswordValue
NMAS: ERROR: -1695 Failed check password for CN=........

Current work around is to remove the Universal Password attributes (which will also remove the values in the Password History) by running rmupwd.
