Resolution

In every tree I have seen with these messages there were no ds errors and no errors shown if you double click on one of the partitions in question to view the Partition Continuity table.  These messages are nothing to worry about unless you see them in the Partition Continuity table shown by either double clicking on the partition or highlighting a partitions, click on Object from the pull down menu and select Partition Continuity.
If you have any doubts about the health of you tree please follow the instructions in TID #3564075 -  NDS Health Check Procedures.  This message in NDS Manager about sync within tolerance is informational only and can be ignored.  Engineering is aware of the issue.

Additional Information

The problem is that the information is being read from the transitive vector attribute. This attribute has no way to clean it's self up if a server that no longer holds a replica is one of the values listed.  This is normal in NetWare 5, the value that NDS Manager is reading is a bogus value.
