MTA shows POA as open when it should show as closed

Situation

MTA shows POA as open when it should show as closed.

Resolution

When the MTA first loads, it assumes all links are open and it will show them as open.  If a link to a different MTA or a POA is down, the MTA will verify this when it first tries to send a message and will then update the link status.
