Domestic version of TCPIP stack is slow to load with BorderManager VPN enabled

Situation

With BorderManager VPN configured and enabled, the server is slow to load when booting up. The following is seen on the console screen:
Timesync: Waiting for TCP/IP to be initialized
Timesync: Waiting for TCP/IP to be initialized
Timesync: Waiting for TCP/IP to be initialized
Timesync: Waiting for TCP/IP to be initialized
Timesync: Waiting for TCP/IP to be initialized

The server eventually loads, but may take a long time to do so.

This only happens if the Domestic Version of the TCP/IP stack is loaded on the server because this version is required for BorderManager VPN.

Resolution

Edit AUTOEXEC.NCF to include the following toward the end of the file:

unload timesync
timesync
