ZDM Import, User Policy, and iPrint Printer policies stop working for no apparent reason

Environment

Novell ZENworks 7 Desktop Management Support Pack 1 - ZDM7 SP1

Situation

Import stops working.
Import 'Limits' are ignored.
ZENworks login counts stops being incremented.
User policies stop getting applied.
ZENworks iPrint Printer Policy stops working.
No specific ZENworks errors are generated.

Resolution

Check for the existence of the registry:HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogin\Shell .   If it doesn't exist, create it, or export and import from a machine that has it.

Additional Information

The \Shell folder was inadvertently deleted on all production machines.  A newly built test workstation did not have the symptoms, only the existing production machines.
