Timeout Error attempting to download patches

Environment

Novell ZENworks 10 Configuration Management

Situation

The customer has configured Patch Management to use a proxy that does not use a User ID or a Password.
Downloading patches fails with the following information in the "logs.txt" file:
Getting PatchIndex:http://cdn.patchlink.com/novell/pulsar.xml.
stProxyUPwd= none.
Got PatchIndex OK:
http://cdn.patchlink.com/novell/pulsar.xml .
NumLists: 15.
->Getting list: 0
http://cdn.patchlink.com/novell/windows/x86/en/applications.lst .
java.net.ConnectException: Connection timed out: connect

Resolution

The customer created an account for the proxy and reconfigured patch management to use that account and password.
