Windows satellite won't promote

Novell ZENworks 11 Configuration Management Support Pack 1 - ZCM 11 SP1

Situation

Promoting Windows satellite shows that the content role is active, but zac cdp returns error.

This device is not enabled as a content server.

Resolution

Enable the Firewall service.  Otherwise, confirm if the port is in use.  This is a standard Windows error so standard Windows troubleshooting for error 800706D9 should apply.
