GMS Error: Failed Authentication logging into the Intellisync Web client

A GroupWise User was moved from one Post office to another.
GMS was working fine on the original Po.
Since the move, logging into the Intellisync Web client returns
Error: Failed Authentication


The new Post Office's POA the user was moved to did Not have SOAP enabled.
GMS requires SOAP to communicate between the POA and Intellisync.
Enable SOAP under the POA properties in ConsoleOne | GroupWise Tab | Agent Settings | check enable SOAP.
