Resolution
The problem is with the AACCRAID driver. Adaptec says the startup/scan delay is known behavior and the driver is functioning as designed.
Customers who are not satisfied with this response should contact their hardware vendor.
Additional Information
In the startup procedure the server waits for 3 minutes. One break
shows by loading the device driver, the second shows in the part of"scanning for devices and partitions".
This happens with both SAS and SATA drives.
