Distributed Server Package does not deploy

Novell ZENworks 6.5 Server Management Support Pack 2 - ZSM6.5 SP2 Tiered Electronic Distribution (TED)
Novell ZENworks 7 Server Management Support Pack 1 - ZSM7 SP1 Tiered Electronic Distribution (TED)

Situation

Although the Distributed Server Package is delivered, (the .spk file comes down on the
subscriber side), when it gets processed there are Java errors in the TED.LOG, and then a corrupted .pol file gets put in place on the server.
Java errors such as:
