When Apostrophe character is used in the last name it gets Base64 encoded.

Situation

In case a last name does contain the Apostrophe character (' ASCII code 39) then when used in the identity injection policy to show the user name on the web page it will show up as a Base64 encoded string.
The decode of the Base64 encoded string was not happening.

Resolution

Fixed and will ship with the SP2 IR2 patch.

Additional Information

This caused problems with user provisioning and when the last name was used with an Identity Injection policy do display the user name on a web page.
