Situation
NCP error occurred: cannot write to the given file
File Protocol error occurred: cannot open the NCS version file on the selected cluster. The Cluster software may not be running on this server.
In a cluster with over 10 resources and more than two cluster nodes it has been found in a couple of instances where IF the galaxy software is loaded, one loses management control of the cluster. If you migrate a resource in consoleone, you lose control. If you migrate another resource in NRM, you lose control. If you migrate another resources in iManager, you lose control. Losing control is gray in consoleone, times out in NRM.

Resolution
Modify the sys:\system\galaxy.lod on each node and remark out the
following.
CVMADISP.NLM (Galaxy MediaAgent) - currently this is the main problem module.
If this fails to resolve your issue remark out the following modules.
CVHSMLib.NLM (FSDM iDataAgent)
FSDMBRSE.NLM (FSDM iDataAgent)
FSDMRCLR.NLM (FSDM iDataAgent)
CVMADISP.NLM (Galaxy MediaAgent) - currently this is the main problem module.

Remarked out galaxy in autoexec.ncf and didn't have any cluster
issues afterwards. Galaxy supported suggested remarking
outCVMADISP.NLM.
