Can't use quotes in network MSI bundle for pathname or transform filename

Situation

Using bundle create wizard to create a network bundle for MSI, if you use double quotes around MSI pathname or transform pathname, the bundle fails to install or deploy.  The leading quote has been removed, but not the trailing quote.
