Situation

Changing recipients in a rule results in old recipients no longer get the forwarded mail.
Forwarded mail is not received by some users

Resolution

Fixed in GW 7 sp1

Additional Information

A known work around is to remove and re-add all the recipients in the TO: field rather then add recipients in with existing recipients.
Steps to duplicate:

1) Create a rule to forward mail to two users and make rule active

2) send new mail item to your self, which should then be forwarded to the two users

3) edit the rule and add one or more users to the to field to receive the
forwarded mail.

4) check the properties of the sent item and they are not accurate. some user
are on the same line

5) some of the users (the older ones) do not get the mail
