GroupWise Client Options are grayed out.
Are the Tools | Options | Environment | Cleanup options hierarchical if they are locked?
If Client Options are locked down, can it be overridden at the user level?

Resolution
If a GroupWise Client option is locked at the Domain level, it
cannot be changed at the Post Office or User level.
If a GroupWise Client option is locked at the Post Office level, it cannot be changed at the User level.
NOTE: You can unlock the feature at the Domain level, and lock the feature on a user by user basis.
