Server abends when launching GWIA or webaccess

Situation

After applying GroupWise 6.5 SP6 (and post SP6) code, both GWIA and WebAccess abend the server while loading the SCCLO.NLM.
The agents did not get loaded to the point of creating the SCCFILT.BIN or the SCCOPT.BIN files in SYS:\System.

Resolution

We unloaded GWAVA and remarked it from loading with the MTA and were able to load the GWIA and the WebAccess fine. This created the BIN files.
We then loaded GroupWise with GWAVA again and were successful in loading GWIA and WebAccess.
