Situation
Opening and forwarding an email sent by "Post Office Agent" places
cursor in the message body of the forwarded message instead of in
the Address line where it normally is placed. If you don't
open the message and simply right click and choose forward, the
cursor goes where it should in the address line.
Resolution
Work around:
When dealing with messages sent from the "Post Office Agent" either place your cursor yourself in the "To" line, or don't open the message but right click and choose forward.
Also you can right click the message and select forward as attachment, then cursor will show in the TO: box.

This has been tested with the GW 7 shipping client as well as the
GW 7.0.1 10/2/2006 build #522 client and the older 481 build.
This does work properly with:
GW 7.0.1 Linux client
GW 6.5 sp7 3/24/2006 & 9/26/2006 clients

- User must be set as the administrator of the domain.
- Open a message from "Post Office Agent"
- Click the Forward button
- Notice that the cursor jumps for a second to the "To" line,
then quickly ends up in the beginning of the message body.
