If 1 distribution rule fails, a second rule in an "or" group shows as failed as well

Situation

Application contains multiple rules of which all show as failed.

'OR' Boolean is being met in the distribution rule but it is still showing as failed on the details of the application object.

The details of an application object shows that all distribution rules have failed when using a grouping even thought the group has passed using the 'OR' Boolean operator.
