Situation
Two fowarders are configured and one of the dns servers in the list
is down. If the DNS server sends a request to the forwarder
that is down it will wait 2 seconds before using the other
forwarder.
For every DNS request that is made and we are not authoritative for we will send to the forwarders. If we send to the forwarder that is down we will timeout in 2 seconds causing slowness to resolve.

Resolution
An enhancement to DNS has been entered to mark the "bad" dns server
as down and not make requests to it but periodically check to see
if it has come back.
