Unable to install Designer for IDM on Windows 2003 server without errors

Shortly after the Designer for IDM install starts on a Windows 2003 server, a Microsoft C++ error box pops up. The error presented is "Error 1723: There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor." The only option in the box is to click on Ok. The install does seem to finish but it is unknown what portion of the Designer product will fail in the future.
