Unsuccessful service startup due to delayed network access during system boot

Environment

Novell SUSE Linux Enterprise Desktop 10
Novell SUSE Linux Enterprise Server 10
Novell Open Enterprise Server (Linux based)
Novell Open Enterprise Server 2 (OES 2)
SUSE Linux Enterprise Server 11
SUSE Linux Enterprise Server 12

Situation

Services relying on network connectivity (e.g. NTP, SNMP) fail to startup properly during system boot.
After login network connectivity is established and services can be started as normal.

Resolution

This issue may happen if network switches are involved that are configured to use the Spanning Tree Protocol but the ports are not configured as Edge Ports and set toPortfast. In this case it can take up to a minute until the network connectivity has been established.
