Issues Loading the WebAccess Login Page after editing LOGIN.HTT

After customizing the WebAccess login page by editing LOGIN.HTT with Windows Notepad (NOTEPAD.EXE) we see the following error:

"Compile Error: login.htt: Line 3: Cannot use HEADER here because data is sent from the template before this.. Cannot load file: login.htt."

Edit the LOGIN.HTT file with Windows Wordpad instead of Windows Notepad. The LOGIN.HTT file contains extended characters on lines 319 thru 336 in that file. Notepad does not recognize these characters.
