Error: Port in Use trying to load GWIA.

Novell GroupWise 7
Novell GroupWise Internet Agent (GWIA)

Situation

Port in Use Error loading GWIA on POP and IMAP.
Error: IPMGMT failed to register -4.

Resolution

Check all the Ports associated with GWIA to make sure there are no duplicate ports assigned.
In Console One | GWIA Properties | GroupWise | NetWork Address.
Make sure all the ports are unique and have no conflicts with other ports being used on the server.
In this case we found out that HTTP port was the same as the TCP Port.
After changing the ports restart GWIA or other GroupWise Agents affected.
