Situation
If zlmmirror does
not complete its initial run for whatever reason the files under
the pkg-repo/tmp
directory remain there permanently.

On subsequent
runs ZLMIRROR see the files in the TMP directory and logs that
the package already exists and does not need to be downloaded. When
ZLMIRROR completes its run successfully it only cleans up files it
downloaded during that new run, but it does not clean the files
that were there during a previous run that was similar. Since it is
aware of what has been downloaded by reading what is in
the TMP directory, it should be able to remove any file
pertaining to that mirror operation once it completes its
run.
