Policy manager logs errors for missing enforcers (no X windows systems)

Environment

Novell SUSE Linux Enterprise Server 10
Novell SUSE Linux Enterprise Server 9
Novell ZENworks 7 Linux Management - ZLM7

Situation

Install ZLM 7 to a headless server - i.e. no X, no GUI, no Desktop

./zlm-install -x

Configure the server:

zlm-config


The following packages are missing:

novell-zenworks-zmd-gconfpolicyenforcers
novell-zenworks-zmd-rmagent
novell-zenworks-tightvnc
novell-zenworks-x11vnc
novell-zenworks-client-gui

Your system can not be configured without these packages.
Would you like to continue anyway? [y/N]:

This is a spurious notification - it's not an error!

Continue the installation.

From the moment the server is configured - and forever more - there are
multiple errors being logged from the policy enforcer:

Novell.Zenworks.PolicyManager.ENFORCER_NOT_FOUND The enforcer executable,
/opt/novell/zenworks/lib/zmd/modules/policymanager/enforcers/...enf, could not
be located.

This means the server is flagging critical errors all the time that need to be
cleared down by the admin.

It also means that if critical errors are set to be sent by e.g. pager to an
admin they will fire regularly.

Expected behavior:
- on a server with no X the enforcers that require X are not delivered
- on a server with no X the installation does not flag that they are required
- on such a server multiple errors are not flagged
