System error creating access control rules

Customer faced this issue on 2 different servers:

1. nw65sp6+bm39 migrated from 3.8

2. nw65sp7+bm39 brand new

On both the issue was seen.

Selecting access control rules and making a new rule was fine but when "apply

changes" was hit, a system error was seen ( in french). After that, selecting access control

rules again showed the message that this object was not migrated and fillattr

should be run. Running fillattr allowed to select access rules menu again but

when created a new rule, the same system error was shown. At this time, the

logger screen showed this error:

This issue is a localization one. After setting iManager language to English and configure browser to only accept English language, issue was gone.

It has been fixed in bm39sp2_ir1 patch
