Busy search of an Exchange Resource does not work

A GroupWise user schedules a conference room on the exchange side

The conference room on the exchange side is a resource
The exchange side receives the scheduled appointment, and accepts it
The conference room is now scheduled, and it is scheduled as a TENTATIVE appointment

One can log in as the resource on the Exchange side, and see that the calendar item was set tentative rather then busy like it is when one send an appointment to a regular exchange user that does not have a calendar set up to be used as a resource

The GroupWise user then tries to busy search the conference room/resource, and does not get back that it is busy
This works fine if it is a user getting an appointment, and only fails if it is a resource.
