Situation

This error is misleading as iFolder has in fact started and is working correctly. It is just that Apache decides that now is a good time to shut down because of another error. In this case, it was another site in httpd.conf that used a secondary IP address. The NICs were switched and the secondary IP address was accidently left out.

Resolution

This was corrected by going into INETCFG and adding back the secondary IP addresses
