Situation
When creating a User Certificate (User Object,
Security/Certificates tab), a -1,460 error would occur during the
creation process. You also could not export the newly
created certificate.
Search: 1460 -1460 NICI
Resolution
The Tree Keys are inconsistent on the servers in the
tree.

to correct the issue.
