Situation

Moved Auto Import Policy
ERROR: Could not locate the target container.

Resolution

Merging the partition and then recreating it, addressed the issue.

Additional Information

This was an issue where the Attribute Name of the Organizational Object was Entry = Partition, instead of Container.

To verify the issue, at the server console, run DSBROWSE | Tree Browse | highlight the container where the workstations are being imported | F3 | View Attributes | and see what the entry next to "Object Class" is. It should read"Entry = Organization". If it says Entry = Partition, then you need to apply the fix.
