Situation
If you login directly on the server, you are not prompted for ZCM
authentication and pass-through authentication works.
If you use RDP, you are prompted for ZCM credentials.
It does not matter if you use the "/console" switch or not.

Resolution
This is the expected behavior as per design.
ZCM login is not supported on servers on boot.
However, it is supported through terminal sessions.
