Can not edit access control rules in Novell BorderManager 3.9

BorderManager server has been migrated from 3.8 to 3.9. After the migration, the old access control rules are visible and working in 3.9 but the ones based in HTTP/URL access can not be edited or changed. Other rules like the PORT based ones can be edited and changed successfully.

The issue was due to the use of the "~" on the url's of the sites to block.
Fixed in vcdn_sc-webui.jar file, included in bm39sp1 patch
