Resolution
Starting with ZENworks Patch Management 6.4 the language filtering is controlled by the ZPM Administrator. From the local ZPM web interface, go to the Options page > Subscription Service tab and click on the Configure button. Under the Languages tab you can set languages. Upon next replication you will receive the new packages. 
Changing the languages ZPM will obtain in the ZCM 10.x product, can be found at the Configuration page > Patch Management Services > Subscription Download category. Set languages then click on apply. Upon next replication you will receive the new packages.
