Situation
GroupWise MTA appears to be listening on 7180. You can telnet to it, but cannot connect with a browser (not on the local server) to display the page.
Resolution
Discovered that in the proxy was enabled by default but there are no proxy servers configured. Disabling proxy allows a nonlocal browser to browse to port 7180 (or anything that is not 80 and 443).
