Situation
A Customer has an application object with many other
applications chained to it.
When the application is both Workstation assigned and running
through the Middle-Tier, some of the chained applications
will fail to install.
If the application is user assigned or if Client32 is used,
then an error does not occur.
The which fails is always constant, unless the order is
changed and then a different application may fail.
The issue does not exist for any particular application since
changing the order may make an app that was failing start to
work.
