Situation

When sending an email with nothing in the body, no signature is added automatically
When sending an email with nothing in the body, no GLOBAL signature is added
When forwarding an email with nothing in the body, no signature is added automatically
When forwarding an email with nothing in the body, no GLOBAL signature is added

Resolution

This is working as designed.
