Group Policies randomly fail to be applied to user

Situation

Randomly, User Group Policies fail to apply, or only apply partially - this can most often be seen where Internet Explorer proxy settings are not being applied. The WMGrpPolUser.log file, when searched for"Exiting SetGptVersion" will show either a return code of 5 or 33 when the failures have occurred and 0 (success) when everything is working correctly.

Resolution
