Other installed software includes Verizon AirCard Software and IBM Access Connections.

This problem does not exist with Microsoft Windows XP but appears to be specific to Microsoft Windows 2000 Professional.

Resolution

The Verizon Software can be uninstalled leaving the AirCard driver intact and Microsoft Windows Dialup Networking can be used to create a connection instead. Also the IBM / Lenovo Access Connections can be used to setup and reference the Dialup Networking connection used to mediate the connection.
