Unable to start the inventory process

Situation

After applying a Product Recognition Update (PRU), the inventory process will not start.  Manually starting the inventory process produces the following:
ERROR: The inventory process can not be started at this time.  Manager is in editing state that requires the inventory process to remain stopped.

Resolution

The manager is being held open.  In the Process Control Panel check the Current Users tab to identify the user and machine running the manager.  Next stop the manager, and try starting the inventory process again.
