Resolution
The issue is fixed in NWCONFIG.NLM dated 6/20/6 or later.
As an other option you can create a new, empty Universal Password policy where you disable Universal Password and assign the policy directly to the user for the time of the installation. Then, you can disassociate the policy from the user. In this case there are two options:
1 - The user inherits a policy based on the Universal Password configuration
2 - You have to reassign the old policy to the user if you used user-based policy assignments
To create a policy without Universal Password please follow the following steps:
1 - Launch iManager
2 - Choose the "Password Policies" task from the "Passwords" role
3 - Create a new policy based on the default settings
4 - Open the policy to modify it
5 - Turn off the "Enable Universal Password" check mark on the"Universal Password" tab
6 - Assign the policy to the user on the "Policy Assignments" tab
