DBCopy migrating files with incorrect Date/Time stamps

Situation

Date and timestamps on files copied/migrated by DBCopy do not match source files
DBCopy migrating files with  incorrect Date/Time stamps
DBCopy running on OES Linux SP2
Copying files from NetWare 6.5 NSS volume to OES Linux SP2 NSS volume
Copying from ncp mount of NetWare server to local path
A comparison between source and target servers shows that the date and time stamps do not match on all files
Three different states have been identified.  All three states can occur within a single DBCopy session.
1.  Date and time stamps do not match when compared between source and target servers on all files
2.  Time is off by 1 hour due to DST issues
3.  Date and time on target match copy date time for creation and source creation date time becomes target last modified
